It's important to understand that CakePHP is a completely volunteer-driven framework. This means that people (core team and otherwise) put in unpaid time after their normal job. Because of this, there isn't a hard and fast release schedule.
You'll just have to be patient and wait and see. Of course, you can always help it come out faster by closing tickets and contributing :)
