Nope, the OP states zero or one department. Although a HABTM relationship probably makes sense, depending on requirements.

The correct code for the input is:
$this->Form->input('department_id', array('empty' => true)); //renders an empty option element
//OR
$this->Form->input('department_id', array('empty' => 'No department')); // renders a "No department" option element with empty value
