Definitely seems like a htaccess / mod_rewrite issue. You can probably access the CSS by typing http://localhost/bookmarkrs/app/webroot/css/cake.generic.css when really it should be http://localhost/bookmarkrs/css/cake.generic.css

If you followed the example there, than it should work. You could try to check apache and cakephp error log, maybe they will say something useful--
